The only reference to Downtown Ventura Partners in the staff report you mentioned is excerpted here:
“Staff will create a survey for property and business owners, with input from Downtown Ventura Partners, and will work towards a higher response rate.”
Staff intends to seek input from Downtown Ventura Partners (DVP) and will do so, assuming Council supports the recommendations in the staff report. There is no mention of DVP facilitating a survey and therefore nothing, in your words, that is grossly misleading and without any foundation. Please show me the offending text in the staff report if you disagree.
